Meet the Team
Dr. Jasmine Bihm
Dr. Jasmine Bihm, DrPH, MPH is a mission-driven public health professional with expertise in health behavior, evaluation, social determinants of health, community-oriented primary care, maternal and child health, digital and mobile health programs. Jasmine has over 17 years of public health experience in state government, federal government and academia. She most recently served in a senior leadership role as Perinatal/Infant Health Division Chief for the SC Department of Health, providing strategic planning and management of a portfolio of initiatives addressing maternal and child health in the nation’s capital.
Prior to her work in the District, Dr. Bihm worked at the federal level at the Agency for Health Care Research and Quality, where she helped improve patient care by assessing and promoting best practices; at the Health Resources and Services Administration, where she analyzed and informed health care workforce development programs; and at the Domestic Policy Council, where she contributed to the White House Task Force on Childhood Obesity Report for First Lady Michelle Obama’s “Let’s Move” Initiative.
She also has extensive research experience in health behavior and program evaluation, most recently at the Milken Institute School of Public Health at George Washington University (GWU) and Georgetown University.
Dr. Bihm holds doctoral and master’s degrees in public health from GWU that focus on health behavior and community oriented primary care, respectively. She holds a BA in Economics and Biomedical Engineering from Tufts University. She also holds an adjunct faculty appointment at GWU where she lectures on community engagement and advocacy.
Dr. Nina Ashford
Dr. Nina Ashford, DrPH, MPH is a former federal government director committed to health equity through innovative person-centered policy, public health programming, and evaluation. She has over 18 years of experience working across multiple sectors including government, academia, and community-based non-profits. Nina spent 7 years at the Centers for Medicare and Medicaid Services (CMS) Innovation Center leading the State and Population Health Group. Her portfolio included over $1 billion dollars of programs evaluating innovative ways to deliver preventive care and improve population for Medicare and Medicaid beneficiaries. During her 9-year tenure at CMS Nina also served as the Deputy Director for the Program Alignment Group in the Medicare-Medicaid Coordination Office and Acting Director for the CMS Office of Minority Health. Nina holds a DrPH and MPH from the Milken Institute of Public Health at the George Washington University, a BS from the University of Wisconsin Parkside, and a Certificate in Business Administration from Georgetown University.
